The CHARLIE Library Network connects the Eastern Shawnee, Miami, Modoc, Ottawa, Peoria, Quapaw, and Seneca-Cayuga Tribes, all located in or near Ottawa County, Oklahoma.
CHARLIE means Connecting Help And Resources Linking Indians Effectively
CHARLIE was established by the Miami Tribe in 1995, with a grant from the U.S. Department of Education, and later support from the Institute of Museum and Library Services.

History of the CHARLIE Library Network
Eight tribes are located in the northeast corner of Oklahoma: the Eastern Shawnee, Miami, Modoc, Ottawa, Peoria, Quapaw, Seneca-Cayuga and Wyandotte. Because these tribes are relatively small and located close to one other, they have combined resources to address shared problems in the areas of education, health, job training and library services. Seven of these tribes, the Eastern Shawnee, Miami, Modoc, Ottawa, Peoria, Quapaw, and Seneca-Cayuga, are cooperating to participate in the the CHARLIE Library Network.
The Miami Tribal Library/Archives was begun in 1987 with a Basic Library grant from the U. S. Department of Education to the Miami and Ottawa Tribes. In 1989, the Peoria Tribe joined the consortium and a Special Projects grant was received in 1989, which allowed for a major expansion, including a full-time employee.
Later both the Peoria and Ottawa Tribes began library collections at their own tribal headquarters, as did other tribes. This resulted in small, separate collections housed by each tribe, with no coordination. In 1995, all the area tribes were invited by the Miami to form the CHARLIE Library Network. The network was funded by funds from the U. S. Department of Education, and later the Institute of Museum and Library Services. Grants provided equipment and software, staff training, and Internet access.
